EZDA

The Economic Zones Development Agency (EZDA), operating under the Ministry of Economy of the Republic of Azerbaijan, is the managing institution responsible for the administration of industrial parks and industrial districts, as well as for creating favorable conditions, developing infrastructure, and promoting investment.

Currently, 9 industrial parks, 3 industrial districts, the Yevlakh Pilot Agropark, and a Vocational Education Center operate under the management of the Agency.

As the managing organization, EZDA performs a “one-stop shop” function, representing residents in obtaining permits related to construction and the commissioning of construction facilities within industrial zones. In addition, residents are provided with access to modern and extensive infrastructure in industrial zones based on the “Plug & Play” principle. This infrastructure is established through public funding, enabling entrepreneurs to allocate their financial resources primarily toward investment activities.

Another key component of state support provided to companies operating in industrial parks is tax and customs incentives. Residents of industrial parks are exempt from profit, property, and land taxes for a period of 10 years, as well as from value-added tax (VAT) on the import of machinery, technological equipment, and installations. Furthermore, imported machinery, technological equipment, and installations are exempt from customs duties for a period of 10 years.
